By the end of 1976 South Africa's domestic and regional policies had suffered severe blows, and consequently South Africa was facing a serious political crisis. The combination of internal mass unrest and the collapse of its regional policies, not least its retreat from the SA Regional Policy 1977-89 23 Angolan war, and the worsening economic recession, created a situation which has been described as an 'organic crisis'. The crisis was so deep that it needed: a new balance of focus, the emerging of new elements...
